This consensus statement was developed to serve as a valuable new resource in the efforts to modernize HIV criminal laws, primarily for state advocates.  This consensus argues that HIV transmission is difficult to transmit and if transmission occurs, a death sentence is not definite.

The policy that I chose to give an overview of is California's Senate Bill 239.  In the field of social work, it will be important to stay abreast of changing policies that not only affect individual clients but those in the community as well.  Since HIV is no longer deemed a death sentence, I assume other states will follow along the same guidelines of changing laws and policies regarding HIV transmission and necessary punishments.
